HDB Minimum Occupation Period (MOP) Singapore 2026: Standard, Plus and Prime Rules Explained

Can you buy private property during HDB MOP?

No. HDB flat owners, their spouses and authorised occupiers cannot acquire private residential property in Singapore or overseas during the flat’s Minimum Occupation Period (MOP). Paying Additional Buyer’s Stamp Duty (ABSD) does not override this restriction.

The restriction also covers acquiring a property as trustee for another person. CEA expressly warns against advice that presents a trust as a way around MOP. See CEA’s explanation of the rule.

Standard, Plus and Prime: how long is MOP?

The Standard, Plus and Prime classification began with the October 2024 BTO exercise, not May 2023. It does not retrospectively reclassify flats launched earlier.

  • Standard flats: a five-year MOP.
  • Plus and Prime flats: a ten-year MOP. Earlier Prime Location Public Housing (PLH) flats also have a ten-year MOP.

What you can and cannot do

Sell the flat on the open market Not permitted under the ordinary rules. Subject to resale eligibility and the flat’s conditions.
Rent out the whole flat Not permitted under the ordinary rules. Eligible Singapore Citizen owners of Standard or unclassified flats may apply. Plus and Prime flats cannot be rented out whole.
Rent out spare bedrooms Allowed in eligible three-room or larger flats with prior HDB approval and continued residence. The same approval and residence requirements apply.

Room rental is different from whole-flat rental. Owners and authorised occupiers must continue living in the flat with their tenants. Singapore Permanent Resident owners cannot rent out the whole flat. See the government’s HDB rental guide.

A later completion date does not bypass MOP

HDB measures eligibility against the earlier of exercising the private property’s Option to Purchase or signing its sale and purchase agreement. This applies even when the property is still under construction. A completion or key-collection date after MOP does not make an acquisition during MOP permissible.

MOP runs from taking possession of the flat, with non-occupation and lease-infringement periods excluded. Check your fulfilled-MOP status with HDB before committing to a purchase. Illustrative upgrading example

A household has six months of MOP left and is considering a condominium. It cannot proceed with the acquisition now simply because it can afford ABSD or the condominium will be ready next year. It should first confirm MOP fulfilment with HDB, then assess the purchase, financing, taxes and whether it can retain its flat.

Can you keep the HDB flat after buying privately?

After MOP, a household with at least one Singapore Citizen flat owner can retain its HDB flat when acquiring private residential property. Where all flat owners are SPRs, HDB requires prior notification before the relevant local private-property OTP is exercised, and disposal of the HDB flat within six months of acquisition. Plus and Prime restrictions continue after MOP

Fulfilling MOP does not remove every condition. Both Plus and Prime resale households must include at least one Singapore Citizen and meet the applicable eligibility and income requirements. An SPR-only household does not qualify. Whole-flat rental remains prohibited. Check HDB’s framework and the prevailing requirements before planning a resale.

Frequently asked questions

Can I pay ABSD and buy a condo before MOP ends?

No. Tax payment is not permission to breach HDB’s occupation conditions.

Does buying overseas avoid the restriction?

No. CEA confirms that the restriction covers overseas private residential property too.

What if I need to move overseas during MOP?

Contact HDB about your circumstances before making arrangements. Do not assume that leaving a family member in the flat or returning occasionally fulfils your own occupation requirement.
