Updated 26 Sep 2026. The end of a mortgage lock-in is not proof that switching banks is free. A subsidy repayment condition, a redemption-notice requirement and the next interest-rate change may each follow a different timetable. Put those dates on one page before accepting a refinancing offer.

This guide is for an existing borrower checking contractual exit conditions. It does not quote current mortgage rates, promise approval or give a universal penalty percentage. Your signed offer, subsequent amendments and the bank’s written redemption figures are the documents that matter.

Separate the four questions

Use your own documents to complete this checklist. These are questions to verify, not standard terms applying to every bank.
Item What to establish in writing
Lock-in or commitment period Start, end, relevant repayment event and any fee for full or partial repayment.
Subsidy or cash-rebate clawback Which benefit is repayable, for how long, and what event triggers repayment.
Redemption notice Required notice, how it is served, the proposed repayment date and any charge if notice is insufficient.
Rate change When the current pricing ends, what follows and which conditions affect the new offer.

MoneySense’s home-loan guidance distinguishes repricing with the existing bank from refinancing with another lender, and highlights fees, subsidy clawbacks and new lock-ins. Treat an advertised rate as the start of the comparison. Obtain the full terms and costs for both choices.

Do not copy another borrower’s dates. An offer date, first disbursement date, conversion date and actual repayment date are different events. Ask the bank to identify the event used by each clause, including any changes after a previous repricing.

A bank example shows why blanket notice rules fail

The DBS standard mortgage terms linked from its current terms page are stated to apply from 10 December 2024. Clause 16.1 provides for two months’ written notice for full repayment, or two months’ interest instead, with at least ten working days for processing. It also reserves the bank’s ability to vary the notice period or conditions. Clause 16.3 refers to the commitment fee and other applicable fees in the Letter of Offer for repayment during the commitment period.

That is a DBS contractual example, not a rule for every Singapore mortgage. Check the current DBS terms page and clauses 16.1 and 16.3 of the linked conditions against the terms applicable to your facility. Ask your own bank for a dated redemption statement.

Is waiting worth the interest difference?

Consider a hypothetical borrower who can switch now without a lock-in fee but would repay a $2,500 subsidy. Assume that waiting four months removes that clawback, and that switching now would otherwise save $350 of interest each month during those four months. All other costs and the outstanding balance comparison are assumed equal.

  • Interest saving available by switching now: $350 × 4 = $1,400.
  • Additional clawback payable for switching now: $2,500.
  • Under these assumptions, switching now costs $1,100 more over the four-month comparison.

This does not establish a general recommendation to wait. A later offer may have a different rate or fee, and the clawback may have a different trigger from the one assumed. Ask for both date-specific calculations before relying on the example.

Use the interest component from comparable repayment schedules, not merely the difference in monthly instalments. Extending a loan term can reduce the instalment while changing total interest and leaving a different debt balance at the comparison date. If the schedules differ, show the remaining balances as well as the cash paid.

Get the waiver and the completion date to agree

If a bank offers to waive a charge, request the exact charge, amount, conditions and expiry in writing. A waiver of an early-repayment fee does not by itself say that a subsidy clawback or notice charge is also waived. Check each item against the redemption statement rather than relying on a general assurance that “penalties are waived”.

Give the conveyancing lawyer both the proposed refinancing date and the bank’s confirmed notice requirements. Ask what happens if completion moves, a document arrives late or the new lender cannot disburse on that date. Keep enough accessible cash for any confirmed upfront bills while reimbursement or disbursement arrangements are being completed.

Before signing the replacement loan, examine its own exit terms. A cost saving today may come with conditions that matter if you later sell, make a lump-sum repayment or refinance again. Use our separate refinancing-before-selling guide if a sale is part of your plan.

A useful request to send your bank

Ask for the total redemption amount for your proposed date, with outstanding principal, accrued interest and every fee or clawback shown separately. Request the applicable clause, notice deadline and any written waiver. Then ask for the same information for the alternative date you are considering. Those two statements make the timing decision much easier to assess than a rate advertisement.

Keep your existing payments running until the bank and lawyer confirm the changeover arrangements. Do not assume that an accepted new loan offer means the old loan has already been repaid.

Sources and scope

MoneySense and the DBS terms directory and linked mortgage conditions were opened and checked on 26 September 2026. The dollar example is hypothetical and recalculated during this editorial review; it is not a customer case or bank quotation. This article explains comparison questions, not the enforceability of a disputed individual contract.
