Updated 25 Sep 2026. A home-loan refinance is not finished when you accept a lower interest rate. The old loan must be redeemed, the new loan must start, and the cash and CPF payments must reach the correct lender. A mistake in that changeover can leave a payment short even when your long-term budget is sound.
This guide covers the practical handover for an existing Singapore home loan. For the financial comparison before applying, use our refinancing versus repricing cost comparison. Here, the question is: what must be ready before the new lender takes over?
1. Confirm that the proposed loan fits your situation
Tell the new bank whether you live in the property, rent it out, or want additional borrowing. Those are material differences. Under the Monetary Authority of Singapore’s refinancing concessions, an existing owner-occupier refinancing a property-purchase loan is exempt from the Total Debt Servicing Ratio (TDSR) rules. That does not mean the bank must approve the application.
Investment-property borrowers refinancing above the TDSR threshold must meet the bank’s credit assessment and commit to repaying at least 3% of the outstanding balance over no more than three years. Do not apply the owner-occupier concession to an investment property or assume it covers extra borrowing.
Ask for the approved amount, tenure, conditions still outstanding and offer expiry in writing. A smaller approved loan may require cash to close the old account. Do not treat the old loan balance as proof that another bank will lend the same amount.
2. Assemble the documents before choosing a completion date
The new lender’s current checklist controls. As one concrete example, DBS’s refinancing checklist for a loan from another financial institution includes identification, the existing letter of offer and six months’ repayment history. It also asks for income and financial-commitment records, and property information relevant to the application.
For salaried applicants, that checklist includes the latest tax Notice of Assessment, 12 months’ CPF contribution history, three months’ payslips and salary-crediting statements. DBS identifies additional documents for particular situations, including overseas employment and term loans. Other banks may ask for different evidence.
Create one folder for the application and another for the completed transaction. The useful distinction is between a document you have sent and a condition the lender has confirmed as satisfied. Keep a short outstanding-items list, with the responsible bank officer or lawyer beside each item.
3. Separate the old loan’s three exit questions
Ask the existing lender to confirm the lock-in end date, redemption notice requirement and any subsidy or benefit clawback. These are separate terms. A loan can be outside its lock-in while another contractual charge still matters.
MoneySense recommends comparing staying, repricing with the same bank and refinancing elsewhere. It also highlights termination charges, clawbacks and legal or conversion fees. Obtain the new property loan fact sheet and read the repayment schedule, rate changes and penalties before signing.
For an HDB flat, remember that an existing bank loan cannot be refinanced back into an HDB loan. Moving from HDB financing to a bank therefore deserves more thought than comparing this month’s instalment.
Have your lawyer and both lenders agree on the redemption and new-loan dates. Do not cancel the existing payment arrangement merely because you have signed the new offer. Ask the old lender when your payment responsibility ends and how any final adjustment will be settled.
4. Arrange the CPF handover explicitly
CPF Board’s refinancing instructions require you to authorise your lawyer to submit the online application. The supporting documents include the existing financier’s final or latest statement and the new financier’s offer stating the loan type and amount.
The existing CPF monthly instalment stops when the lawyer’s application is approved. Ask your lawyer which month will be the final payment to the old lender and which month the new lender will receive CPF. Do not assume that the previous instruction carries across unchanged.
For HDB owners using CPF who are not already covered by the Home Protection Scheme (HPS), CPF says to apply for HPS after notification that the refinancing application has been processed. HPS eligibility is subject to approval; CPF instalment payments can proceed while the application is being processed. Owners already insured or exempt should check the instructions for their existing status.
For both private-property loans and HDB bank loans, CPF’s monthly-instalment application guidance says to apply at least five working days before the deduction date. Processing is generally within five working days, subject to the bank’s required notice period. Treat this as a minimum application lead time, not a guaranteed refinancing completion date.
5. Write down the first month’s cash plan
| Payment | What to confirm |
|---|---|
| Final old-loan instalment | Due date, amount, CPF contribution and remaining cash payment. |
| Redemption and fees | Final settlement amount, itemised costs, available funding and payment deadlines. |
| First new-loan instalment | Due date, approved CPF amount, cash account and any initial adjustment. |
| After the first deduction | Both accounts show the intended payments; investigate any unexplained balance. |
For a simple cash-planning illustration, suppose the new instalment is S$2,400 and the confirmed CPF payment is S$1,600. The scheduled cash portion is S$800. If the CPF payment is not ready for that instalment, the household may need to cover the full S$2,400 by the lender’s deadline. That is S$1,600 more cash than the planned monthly amount. These are hypothetical inputs, not a loan quotation or a claim about CPF processing delays.
Keep that contingency separate from moving costs, school expenses and your normal emergency reserve. If the temporary cash requirement would empty your account, resolve the timing before committing to a changeover date. A lower future payment does not solve a shortfall next week.
When delaying the switch can be sensible
A refinance may be worth postponing if the offer is still conditional, a material fee is unclear, the CPF start month is unresolved or the household cannot fund the transition. Ask the existing bank about repricing as an alternative, then compare its written terms. If you are already struggling with payments, contact your lender early about available arrangements rather than relying on an unapproved refinance.
Before calling the job complete, check the first new-loan statement, the corresponding CPF transaction and the old lender’s closure or settlement confirmation. Put the new lock-in and clawback dates in your calendar. The useful result is a loan that costs what you expected and is being paid correctly.
