A home beside a construction site can suit a buyer who can live with the disruption and whose price reflects the alternatives. The difficult part is matching the works to your actual routine. A quiet Sunday viewing, an advertised completion year or the promise of a future amenity cannot answer that on its own.
Identify the works before judging the unit
Start with the exact site, the published project description and any dated notices available to residents. Separate a current work programme from an artist’s impression or a planning proposal. Record which information concerns the neighbouring works and which concerns the home you are buying.
Do not turn a stated project end date into a guarantee that every noisy activity stops then. A different phase, fit-out works or another parcel may affect the same home later. Ask about the particular phase expected during your intended occupation and what notice channel residents can use.
Test the rooms you will use when work is happening
Arrange access at a relevant permitted time and assess the actual unit, with the seller’s or occupier’s agreement. Look at the bedrooms, work desk location and living area rather than only the balcony. Record the date, time, observed activity and whether windows were open or closed. One visit is a sample of those conditions, not a measurement of every future day.
| Routine | Useful comparison |
|---|---|
| Working from home | Can calls and focused work take place in the intended room? |
| Daytime sleep or care | Which room would be used while works are active? |
| Children’s study | Is there a practical alternative space at the relevant time? |
| Daily access | Are the actual footpath, crossing and drop-off arrangements workable? |
| Ventilation | Would avoiding disturbance require a window arrangement the household dislikes? |
A higher floor is not a verified noise shield. Facing, distance, intervening structures and the type of activity need to be assessed for the selected unit. Equally, a visible worksite does not establish that every room is equally affected. Compare observed conditions rather than assign a universal “best stack”.
Noise controls do not promise silence
NEA’s construction-noise guidance sets out limits with different time periods and measurement bases. A brief phone reading should not be presented as proof that a legal limit has been exceeded; the applicable category and measurement method matter.
The Environmental Protection and Management (Control of Noise At Construction Sites) Regulations, regulation 4A, also provides for written permission to work during otherwise prohibited periods in particular circumstances. Paragraphs (2) to (4) address permission, conditions and the continued application of regulation 3. Do not assume every Sunday is work-free, or that a permit removes noise controls. NEA’s no-work guidance explains the permit and public-interest or safety-critical exceptions.
For an actual disturbance, keep a clear record of the location, time and activity and use the appropriate official feedback channel. A complaint is not a guaranteed stop-work order, compensation entitlement or a way to cancel a purchase. Ask Lin Xuan or Ade for a property-lawyer introduction if a contract or disputed remedy is involved.
Compare the price with the cost of living there
Hypothetical comparison: Home A costs S$1.50 million and a different Home B costs S$1.55 million. The S$50,000 price difference is not automatically a “construction discount”; the homes may differ in size, condition, tenure and location. Establish whether the two would otherwise meet the same needs.
If the household chooses to rent a workspace at an assumed S$300 a month for 24 months, that adds S$7,200. If the arrangement lasts another year, the total becomes S$10,800. These are invented budgeting assumptions, not quotations or evidence that off-site work solves a particular unit’s noise. Add transport and the inconvenience of leaving home before deciding whether the alternative is practical.
Another household may have no workable substitute for daytime care or sleep. In that case, a lower purchase price does not by itself solve the suitability problem. For an investor, a forecast rent or the eventual opening of a nearby facility does not establish a tenant’s willingness to accept disruption now.
Make the decision against an actual alternative
Shortlist one home with a different exposure and compare the same rooms, costs and routine. Keep any future transport or amenity benefit separate from today’s inconvenience, and avoid assuming a resale gain will reimburse it.
Use our floor-level comparison for access and privacy trade-offs, and the cash-reserve guide before committing funds to alterations or a temporary workaround.
