Buying a Resale Home With Defects: Does the Discount Cover the Work?

A resale home needing work can still be the better purchase, but its discount has to survive the repair bill and the time before you can live there. Separate essential repairs, preferred upgrades and questions that need a specialist. Then compare the resulting total with a home that needs less work.

This is a pre-purchase planning guide for completed private resale homes. It does not decide whether a seller must pay for a defect or give every resale buyer a developer’s defect-notice procedure. The contract and the actual facts matter to any legal claim.

Describe the condition before guessing the cause

With the owner’s permission, inspect the actual unit and record the location, date and conditions of anything concerning. A photograph of a stain is evidence of its appearance; it is not, by itself, a diagnosis of the source or proof that the issue has been fixed.

For example, distinguish water observed below a basin during ordinary use from a mark that was already dry when you visited. Ask what repairs have been carried out and request the available records. Keep a seller’s explanation separate from something your appointed professional has assessed.

Use appropriately qualified help for suspected structural, electrical, gas or waterproofing problems. Do not remove covers, climb outside windows or perform improvised flooding tests. An attractive floor finish and a successful viewing are not substitutes for investigating a material concern.

Check the existing alteration and the proposed repair

URA advises buyers to check approved plans and unauthorised works, warning that buyers may become liable after taking over. A room arrangement shown during a viewing should therefore be compared with the approved position before it becomes part of your renovation budget.

For proposed works, URA’s renovation guidance explains that planning permission may be needed depending on the property and work. Confirm the applicable approvals and management arrangements before assuming a quotation can proceed immediately after completion.

If a concern may involve a shared building element, identify who needs to investigate and authorise the work. Do not commission alterations outside the unit merely because the effect is visible inside it. Ask for the relevant records and professional assessment before making a promise about cost or timing.

Obtain a scope that another contractor can price

A useful quotation identifies the affected area, preparation and removal, replacement specification, access, making good, disposal and exclusions. Ask whether the price depends on opening concealed areas, and how additional work would be agreed. Two totals are not comparable if one leaves out the investigation or reinstatement.

Put the work into three groups: necessary before occupation, necessary but capable of later scheduling, and optional improvements. For an occupier, establish when sleeping, cooking and bathing can function. For an investor, avoid promising a tenancy start date before the essential work and access arrangements are credible.

Test whether the discount is still meaningful

Imagine two otherwise suitable homes priced at S$1.40 million and S$1.45 million. These are hypothetical prices, not listings, valuations or proof that the homes are equivalent. The cheaper home starts S$50,000 lower.

Illustrative allowances against the S$50,000 price difference
Item Assumed amount
Essential works S$28,000
Temporary accommodation and storage S$6,000
Uncommitted repair contingency S$8,000
Price difference left after these allowances S$8,000

The allowances total S$42,000. Another S$10,000 of essential work would take the total to S$52,000, exceeding the original discount by S$2,000. This is a sensitivity test; it excludes differences in stamp duty, financing, legal fees, maintenance and future resale value. Use actual quotations before deciding.

A contingency is money kept available, not proof it will be spent or that it will cover every concealed problem. Avoid budgeting the same sum for both a repair contingency and an income-loss reserve.

Check the cash and the handover terms together

CPF Board says CPF savings cannot be used for renovation, improvement or repairs. Keep those payments in the cash or separately arranged financing plan. A lower purchase price does not automatically mean less cash is needed before occupation.

If the seller agrees to carry out work, have the scope, completion evidence and any proposed contractual protection considered before commitment. Do not treat an informal promise as equivalent to finished work. Our move-in comparison helps align possession and the works programme, while the renovation budget guide separates spending from the reserve left afterwards.

The better buy is the home whose condition, work programme and funding suit the household. If a material defect remains unexplained, investigate it or reconsider the purchase before making the discount the deciding factor.
