Two Reserve List sites made available on 27 October could eventually add about 1,180 homes at Chuan Grove and Plymouth Avenue/Dunearn Road. For buyers, the important distinction is their stage: land available for application is a potential future option, not a condo with units, prices and booking dates ready to compare.
What URA has released
URA’s 27 October announcement places both sites on the Reserve List of the second-half 2026 Government Land Sales programme. The estimated yields are about 930 and 250 homes respectively. The actual housing count may vary, so 1,180 is a combined planning estimate rather than a confirmed apartment inventory.
| Chuan Grove | 31,695.7 sqm site; maximum GFA 79,240 sqm; about 930 homes; 99-year lease. |
|---|---|
| Plymouth Avenue/Dunearn Road | 11,387.4 sqm site; maximum GFA 23,914 sqm; about 250 homes; 99-year lease. |
The official site annex zones Plymouth Avenue/Dunearn Road for residential use with commercial at the first storey. It specifies a maximum 2,500 sqm commercial GFA, including a supermarket of at least 1,000 sqm. Those land conditions do not establish a retailer, opening date or the eventual shopping experience.
Available for application comes before a public tender
Under URA’s Reserve List procedure, an acceptable developer minimum-price application can trigger a sale. The Government may also consider launching a site where sufficient market interest meets the stated conditions. The process then moves through the relevant tender steps; application availability itself is not an award.
For a household deciding whether to buy now, those stages should remain separate. A site can be in the potential pipeline without giving you a home to book. A later tender launch, closing, award and developer sales release would each provide different information. A land price, if established later, would still differ from the eventual apartment price.
This also helps avoid confusing nearby projects with the new parcel. Use the Chuan Grove land-page particulars to identify this site. A similarly named development or another plot in the neighbourhood does not establish its developer, unit mix or sales schedule.
Should a buyer wait for the potential supply?
Waiting is more practical when your accommodation remains suitable and your buying window is flexible. A household facing a lease expiry, school move or a home that no longer works needs a fallback that does not depend on an unannounced launch.
Put currently available homes on one shortlist and potential sites on a separate watchlist. Compare the first group using exact unit quotations, condition, usable space and payment dates. Record the second group’s missing milestones without filling them with an assumed selling price or completion year. This preserves the option to wait without treating a planning estimate as an available substitute.
Hypothetical waiting-cost example: at an assumed S$3,200 monthly rent, another 12 months costs S$38,400 before other moving or storage expenses. Add an assumed S$5,000 for those expenses and the total becomes S$43,400. At 18 months the same assumptions produce S$62,600, or S$19,200 more. These are household scenarios, not forecasts for when either site will launch.
Read supply without turning it into a price forecast
The larger Chuan Grove estimated yield means more potential homes within that parcel than at Plymouth Avenue/Dunearn Road. It does not establish that one will be cheaper per square foot, offer better layouts or produce stronger returns. Site conditions, product, eventual costs and buyer demand would need their own evidence.
For an owner-occupier, the useful question is whether a later option could improve the actual home and daily routine enough to justify waiting. For an investor, a possible future development also belongs in the competition assessment; it is not proof of a particular rent or vacancy outcome for an existing purchase.
