For a foreign buyer, the purchase budget can change sharply once stamp duty is added. Property eligibility, the applicable tax profile and the bank’s offer are separate questions. Resolve all three before committing to a home.
This guide concerns an individual buying a private residential property in Singapore. HDB flats, executive condominiums with continuing restrictions, companies, partnerships and trusts need separate checks. Updated 30 Sep 2026.
Confirm the property can be bought by the proposed owner
SLA lists condominium and flat units as purchasable without Residential Property Act approval. For strata landed homes, the distinction is whether the home is within an approved condominium development. Homes outside one require approval. Landed residential property at Sentosa Cove also requires approval.
Do not use an apartment’s number of storeys or a listing’s “cluster” label as the test. Ask the conveyancer to verify the actual property. A Singapore PR remains a foreign person under the Act for this individual-buyer question, even though IRAS has separate PR stamp-duty rates. See the landed-property approval guide for the approval route and conditions.
Establish the stamp-duty profile before calculating a total
IRAS lists 60% ABSD for foreigners buying residential property from 27 April 2023, subject to applicable remissions. Do not apply that number indiscriminately to a PR, qualifying FTA buyer or qualifying spouse transaction. Joint purchases also require checking every buyer’s profile and the relevant rules.
FTA remission gives qualifying individuals Singapore-citizen stamp-duty treatment: nationals and permanent residents of Iceland, Liechtenstein, Norway and Switzerland, and nationals of the United States. US permanent residence alone is not the listed qualification. Rules 2 and 3 of the FTA remission rules set out the definition and computation. Citizen treatment does not mean every purchase is free of ABSD, and it does not grant landed-property approval.
If buying with a Singapore-citizen spouse, have the conveyancer assess the married-couple remission conditions against both spouses’ ownership and the proposed transaction. First-home relief and a refund on a qualifying replacement home are different routes. Marriage alone is not an exemption, and an anticipated refund is not money available to meet an upfront bill.
A corrected S$2.5 million example
Assume a sole individual buyer who is neither a Singapore citizen nor PR, does not qualify for remission, and acquires a private residential property now. Assume both the purchase price and market value are S$2.5 million. This is an invented budget, not a listing, valuation or bank offer.
BSD is charged on the higher of price or market value. Using the residential bands effective from 15 February 2023:
| Band used | Duty |
|---|---|
| First S$180,000 at 1% | S$1,800 |
| Next S$180,000 at 2% | S$3,600 |
| Next S$640,000 at 3% | S$19,200 |
| Next S$500,000 at 4% | S$20,000 |
| Remaining S$1 million at 5% | S$50,000 |
| Total BSD | S$94,600 |
ABSD at 60% is S$1.5 million. Total BSD and ABSD are therefore S$1,594,600, and price plus these duties is S$4,094,600 before other costs. The earlier article’s S$89,600 BSD figure was incorrect.
If this buyer obtains an assumed S$1.25 million loan towards the price, the price balance is S$1.25 million. Adding the duties gives S$2,844,600 to fund outside that loan, before legal, valuation, lender, renovation and other applicable charges. This assumes cash funding for that balance and no CPF use. The loan amount is illustrative, not a foreign-buyer lending cap.
Put funding on a dated schedule
The total above is not a “day one” payment. Have the conveyancer show option and exercise payments, duties, completion funds and fees by date, and show when the bank will release its loan. Deposits credited towards the purchase price must not be added to it a second time.
IRAS states that documents should be stamped before signing. If already signed, its general no-penalty windows are within 14 days after signing in Singapore, or within 30 days after receipt in Singapore for documents signed overseas. Electronic documents have specific rules. Ask the conveyancer to identify the relevant instrument and deadline; do not assume duties wait until completion.
Obtain an itemised fee quotation. Include any buyer’s agency fee actually agreed, rather than automatically adding a percentage of the property price. For funds held in another currency, allow for transfer timing, conversion costs and a changed exchange rate before the payment date.
Use the bank’s assessment, not a nationality-based loan promise
MoneySense explains that borrowing depends on the lender assessment and rules including TDSR and loan-to-value limits. Obtain a written assessment covering income documentation, existing debts, tenure, valuation, repayment and conditions. This guide does not establish a universal 50% or 55% financing limit for foreign buyers.
Test ongoing affordability separately: repayments, tax, insurance, maintenance and household spending continue after completion. If buying to rent, budget for vacancy and repairs before treating gross rent as available income. If buying to live in, check the real commute, usable layout and care or school arrangements. No visit or rental evidence is claimed here.
Plan an exit without assuming a tax refund
The SSD regime depends on acquisition date. Residential acquisitions from 4 July 2025 have a four-year holding period, with rates of 16%, 12%, 8% and 4% over the successive yearly bands, subject to applicable exemptions. The 11 March 2017 to 3 July 2025 cohort has a three-year period. Confirm the dates and any exception with your conveyancer.
Compare buying with renting or deferring the purchase using an expected holding period and realistic costs. Do not rely on a forecast of tax relaxation, automatic residency-related refunds or guaranteed capital growth to make the numbers work.
Sources checked 30 September 2026. Correction: replaced incorrect BSD arithmetic, PR and Sentosa approval claims, unsupported mortgage caps, blanket spouse-remission guidance and outdated SSD treatment. Removed misleading charts, unverified prices, foreign tax comparisons and market forecasts. This is source-checked editorial guidance, not an individual tax assessment or loan offer.
