Applications for the November BTO exercise are open from 4 to 11 November 2026, with 7,964 flats across seven projects. The immediate decision is which flat type and town fit the household’s budget, moving plans and ownership restrictions. Applicants need a valid HFE letter when submitting, while new HFE applications are temporarily unavailable during the exercise.

The seven projects now have confirmed classifications

HDB’s 4 November launch announcement confirms three Standard projects, three Plus projects and one Prime project. This replaces the earlier position in which the classifications had not yet been announced.

Classification Projects Town
Standard Sembawang Anchor Sembawang
Standard Plantation Dew Tengah
Standard Chencharu Acres Yishun
Plus Bayshore Sails and Bayshore Oasis Bedok
Plus Merpati Meadow Geylang
Prime Toa Payoh Hillside Toa Payoh

For Plus and Prime flats, HDB specifies a ten-year MOP and subsidy recovery on resale, using the resale price or valuation, whichever is higher. The recovery percentages are 8% for Merpati Meadow, 9% for the Bayshore projects and 11% for Toa Payoh Hillside.

Community Care Apartments are a separate housing and services product; their own eligibility and terms need a separate comparison from an ordinary flat.

A location that suits work today should also suit a longer occupation plan. Consider changes in household size, work location and care arrangements before treating the lower initial price as the whole comparison. A future resale receipt also needs to account for the applicable recovery, alongside the other amounts payable then.

Use the household’s grant, rather than the advertised illustration

This is the first exercise under the raised monthly income ceilings of S$16,000 for families and S$8,000 for singles. Those ceilings do not establish a particular applicant’s grant or loan amount. The assessed HFE outcome remains central to the budget.

HDB’s prices after grants use stated illustrative EHG assumptions. The grant a household actually receives depends on its income and eligibility. Compare the selected flat’s price with the household’s confirmed financing and grants, then retain funds for purchase costs, fit-out and the move.

Do not assume every flat in a project starts at the headline price. Flat type, unit choice and the actual offered terms matter. Likewise, nearby resale transaction ranges are context rather than a valuation of a selected BTO flat: lease, condition and location attributes differ.

The HFE pause is an application issue

HDB says its HFE application e-Service is unavailable from 4 to 11 November and resumes on 12 November. Existing valid letters and already-submitted applications are not affected, and processing continues. A pending application still needs to result in a valid letter for the flat application.

Applicants should check their own letter and its assessed amounts before proceeding. Our HFE and household-budget guide helps organise the funding side. The pause should not be confused with the separate BTO application service.

Apply with a shortlist, not a race to submit

HDB permits an application for one flat type in one town during the eight-day window. Selection is by computer ballot, rather than first come, first served. Use the window to compare the official application rates, which change during the exercise, without treating an early rate as the final outcome.

The shorter-wait choice and the preferred location may point to different projects. Compare the existing accommodation cost and the household’s moving deadline in our November BTO waiting-cost guide. At Plantation Dew, the now-confirmed White Flat discounts add a separate layout and fit-out decision, covered in our White Flat comparison.

Before submitting, keep the flat type and town, assessed budget, occupation plan and application details together. A useful shortlist is one the household could live with if selected, rather than a choice made solely because one project’s initial application rate looks lower.
