HDB HFE Letter Guide 2026: Apply, Check and Use It

Updated 12 September 2026. This guide corrects the earlier grant, loan and application-timing advice, and explains the latest income-ceiling transition.

Your HDB HFE letter tells you which HDB housing options you qualify for, the CPF housing grants you may receive and your eligibility for an HDB loan. Get it early enough to shape your search. It should help you set a budget before you become attached to a flat.

The crucial resale deadline comes before the seller grants you an Option to Purchase (OTP), not merely before you exercise it. A preliminary eligibility result or a bank’s indicative loan approval does not replace the issued HFE letter.

When do you need a valid HFE letter?

  • New HDB flat: when applying to buy a flat from HDB.
  • Resale HDB flat: before obtaining the seller’s OTP and again when submitting your resale application.

The letter lasts nine months from issue. HDB says a flat application already submitted using that letter can proceed even if the letter subsequently expires. The nine-month validity period is therefore not a universal deadline to collect your keys. These rules are set out in HDB’s HFE application guidance.

You still need an HFE letter if you are financing an HDB purchase through a bank or without a loan. Flat eligibility and loan eligibility answer different questions. A new EC application, by contrast, goes through the developer under the EC buying process; an HFE letter is not an approval to buy a particular EC.

What changed in August 2026?

For HFE applications from 24 August 2026, HDB raised the general monthly household income ceiling for eligible families from S$14,000 to S$16,000 and the corresponding singles ceiling from S$7,000 to S$8,000. The applicable flat type and grant still matter. A higher purchase ceiling does not mean that every household receives a grant, or that every grant’s ceiling has increased.

Existing HFE holders should follow the transition arrangements in HDB’s announcement and Annex B. Do not cancel a letter already supporting a purchase just to chase a headline change.

Planning for the next BTO: HDB says the next exercise is in November 2026, rather than October, and encourages buyers to submit their HFE applications with all required documents by 25 September 2026. Apply ahead of that target where possible. Approval and ballot success are separate outcomes.

How to apply for your HDB HFE letter

Use the HDB Flat Portal and your own Singpass. HDB does not charge an application fee. Its step-by-step application guide explains the two stages:

  1. Complete the preliminary check. Provide the household, income, property and financing details. Treat the result as an initial assessment.
  2. Submit the full HFE application. Confirm financing preferences, complete the required declarations and upload the documents requested. Applicants and required occupiers must verify their own details using Singpass.

Finish the application within 30 calendar days of starting the preliminary check. Completing both stages in the same calendar month also avoids needing to update employment and income details simply because the month changed.

Before starting, agree who will be an applicant and who will be an occupier. Check that names, family relationships and property declarations are correct. Do not assume an inherited share or overseas property can be left out because you do not live there. Read the household eligibility conditions for your circumstances.

Documents, processing time and checking status

Myinfo can retrieve some information, but HDB may request more evidence. Follow the document list generated for your application, particularly if income is irregular, you are self-employed or your employment has changed. A generic checklist cannot establish that your own submission is complete.

HDB indicates processing of up to about a month after receiving the full required documents, with longer waits possible around sales exercises. The clock is not a promise that an incomplete application will be approved within a month.

In the HDB Flat Portal, open My Flat Dashboard, then the HFE application and Step 2. Use Upload Documents for requested evidence or View Letter to check the outcome. Keep track of outstanding requests. If a deadline is approaching, ask HDB about your actual case rather than relying on an estate agent’s estimate.

Read the result as a buyer, not as a spending target

Separate three things on your letter: permission to buy, the grant amount and the loan assessment. Do not add an old Additional CPF Housing Grant to a current EHG entitlement or use an advertised maximum grant as your own award. This guide previously contained outdated grant figures; use your assessed entitlement for the budget.

HDB’s current maximum loan-to-value limit is 75%, not 80%. For resale it applies to the lower of the purchase price and valuation, and the actual loan can be smaller. HDB may also review financing before disbursement for an uncompleted flat. See its housing-loan guidance.

For example, if a hypothetical flat costs S$500,000 and your assessed loan is S$300,000, the price gap is S$200,000. If S$120,000 of existing CPF and a confirmed S$40,000 grant are usable, S$40,000 remains to fund the price. These figures assume valuation supports the funding plan and do not include stamp duty, fees or renovation. They are arithmetic, not an illustration of anyone’s grant eligibility.

Keep the grant separate from existing CPF when adding the numbers, then avoid counting it again after it is credited. Our cash and CPF downpayment guide helps turn the result into a payment schedule. What if your circumstances change or the letter expires?

After an HFE letter is approved, HDB says a change in household income alone requires no action. Changes to household members, applicant or occupier roles, marital status, citizenship or private-property ownership need different handling. Before a flat application, a fresh HFE may be required; after submitting a flat application, write to HDB with the relevant reference numbers. Do not assume that you can replace the household without affecting the purchase.

If the letter expires within the next 30 days and you need more time to submit a flat application, follow the portal’s re-application route. An already-submitted flat application does not require a fresh letter solely because the original expires. The official change and re-application instructions distinguish each situation.

Before paying for a resale option

Confirm that the HFE letter is issued, valid and matches the buying household. Next, agree a price you can support if the valuation disappoints. If using CPF or a housing loan, submit the Request for Value by the next working day after receiving the OTP. If taking a bank loan, obtain the required Letter of Offer before exercising the OTP.
