Q3 2026 Office Market: Why Lower Vacancy Is Not All New Demand

Singapore’s office vacancy rate fell in Q3 2026, but the improvement was not simply a story of tenants taking more space. The office stock also shrank. For investors comparing commercial property with a residential letting, the distinction matters: a tighter market statistic does not establish the rent, occupancy or resale value of the unit they could buy.

Read the rent index and vacancy rate together

URA’s final Q3 release, published on 23 October 2026, records a 0.8% quarterly rise in its Central Region office rental index. Office prices rose by 0.8% too. The island-wide office vacancy rate fell from 11.0% to 10.0%.

URA office market measures, Q3 2026. Index changes and stock measures cover different populations.
Measure Q3 result
Central Region office rental index +0.8% quarter on quarter
Central Region office price index +0.8% quarter on quarter
Island-wide office vacancy 10.0%, down 1 percentage point
Net change in occupied office space +17,000 sq m
Net change in office stock -72,000 sq m
Office pipeline About 875,000 sq m GFA

Vacancy is a share of the stock available at a point in time. When that stock changes, a falling rate cannot be read as an equivalent increase in tenant demand. A withdrawal of space and an increase in occupation can both reduce the vacant amount.

Why the stock withdrawal changes the interpretation

The accounting relationship is straightforward: vacant space equals total stock minus occupied space. Using URA’s rounded quarterly changes, vacant office space decreased by about 89,000 sq m: 72,000 sq m removed from stock alongside 17,000 sq m more occupied space. This is a stock calculation, not a count of newly signed leases.

The practical implication is that an investor needs to know what is happening around the building being considered. Space withdrawn elsewhere may improve the headline vacancy rate without removing a direct competitor for the selected office. Conversely, a modernised alternative in the same tenant catchment could matter much more than the island-wide movement.

The 875,000 sq m pipeline is also a future-supply measure, not space ready for immediate occupation. A property’s lease renewal and a competing building’s completion can fall on different dates. Put both on the holding-period calendar before deciding that a national supply figure supports a rent increase.

An index is not a proposed lease renewal

A market index follows a defined set of transactions or properties. Your lease is an agreement about a particular space, specification, occupation date and package. A 0.8% index increase is not a formula to apply automatically to a tenant’s rent or a seller’s asking price.

For a commercial shortlist, compare the usable area, condition, permitted use, service charges and fitting-out obligations. Separate the rent paid for the premises from the tenant’s total cost of occupying them. Two leases with the same headline rent may leave different costs with the landlord.

URA’s office rental analysis service describes its data as gross rent, including charges connected with the lease, and offers location, size and building-class filters. Use comparable contract periods and space categories when assessing an actual offer. An office-market average cannot establish a condo’s achievable rent.

Keep the property decision separate from the sector story

A buyer choosing a home to occupy needs to solve the household’s space, funding and moving needs. An office investment cannot substitute for that housing decision. A buyer allocating investment capital needs a separate commercial budget, with its own financing, taxes, fit-out and lease assumptions.

The same discipline applies to a residential rental purchase. Compare current residential rent and vacancy measures within their own scope, then calculate the selected property’s receipts and bills. Our rental-yield and cash-flow guide separates a percentage return from the cash needed to hold a home.

Before paying more because vacancy has fallen, identify the comparable premises, the tenant requirement and the cost of a longer letting gap. If those do not support the price, a stronger sector headline is a reason to investigate further, not a reason to stretch the budget.
