If your HDB sale must fund the next home, the critical number is the largest amount needed before those sale funds become usable. Selling first usually makes the proceeds clearer; buying first can preserve somewhere to live, but creates an overlap that must be funded independently. The better sequence is the one your household can carry through a delay.

This guide compares the funding sequence for an HDB owner moving to a private condo. It does not use a future sale, CPF refund or possible tax refund as cash already available. Buying a new executive condominium from a developer involves a different eligibility and purchase process.

Establish permission and financing before comparing dates

HDB’s private-property guidance requires the applicable MOP to be fulfilled before you and your spouse acquire private residential property. Establish the conditions for the actual flat, owners and occupiers, including whether the flat may be retained. Do not assume that completing an occupation period ends every ownership or letting restriction.

Ask the bank to assess each sequence with the existing housing debt included where applicable. MoneySense explains that borrowing depends on the lender’s assessment and loan limits. A sell-first financing assumption should not be carried into a buy-first budget without confirmation.

Separate sale price, CPF refund and usable cash

A sale-price estimate is the starting figure. Loan redemption, CPF refunds and sale expenses affect what is available for the next home. Any option money already received is part of the sale price, not a second receipt to add again.

CPF Board’s refund-use guidance distinguishes members below 55 from those aged 55 and above. Below 55, refunds go to the OA; from 55, retirement-account requirements come first, with any remaining balance in the OA. Subsequent property use remains subject to housing rules. Establish the usable amount and timing for each owner rather than treating the whole refund as cash.

Find the peak shortfall on a payment calendar

Illustration: A household has S$100,000 cash and S$80,000 confirmed usable CPF before selling. It protects S$50,000 of cash for emergencies, leaving S$50,000 cash for the transaction. It expects S$260,000 net sale cash and S$320,000 usable CPF to arrive later. These are hypothetical amounts after assumed sale deductions, not a valuation, entitlement or promised release date.

Its lender-approved replacement plan is assumed to require a S$400,000 contribution towards the price, split into S$80,000 cash and S$320,000 CPF. That split is an agreed planning assumption for this example, not a universal funding permission or downpayment schedule.

Illustrative peak-funding test. Purchase taxes, fees, renovation and moving costs are additional.
When the contribution is due What the household can fund
Before either sale receipt is available S$50,000 cash plus S$80,000 CPF: S$130,000, leaving a S$270,000 aggregate gap
After net sale cash arrives, but before CPF is usable Cash is S$310,000; CPF is S$80,000. Total S$390,000 leaves a S$10,000 aggregate gap, and the intended CPF allocation is still S$240,000 short
After both assumed receipts are usable S$310,000 cash and S$400,000 CPF. The assumed contribution leaves S$230,000 cash and S$80,000 CPF, before other costs

The middle stage shows why an aggregate balance is not enough. Replacing missing CPF with cash would require a revised funding arrangement, and even all transaction cash plus existing CPF falls S$10,000 short. The protected S$50,000 is excluded throughout. If it is needed to complete the purchase, the reserve has not survived the plan.

Put the actual contract payment dates beside each confirmed funding-release date. A signed sale, legal completion, mortgage redemption, net cash release and usable CPF are separate events. If a receipt slips past a payment, the shortfall occurs on that payment date even if the final totals look comfortable.

Add duty and the cost of overlapping homes

Tax assessment depends on the buyer profiles, property interests and relevant transaction dates. HDB ownership permission and ABSD treatment are different tests. A possible married-couple refund is conditional, as IRAS’s remission guidance explains. Do not enter an expected refund as funding for an earlier purchase payment.

Compare two moving budgets as well. A sell-first plan may need temporary accommodation, storage and a second move. A buy-first plan may involve overlapping instalments, estate charges and a delayed sale. Price the arrangements your household can actually use; a parent needing a step-free bathroom or a child sitting examinations may rule out an otherwise cheaper temporary option.

For a separate delay test, assume temporary accommodation costs S$3,500 a month. Three extra months add S$10,500 before storage, moving or overlapping ownership costs. That is a hypothetical allowance, not a current rental quote. Add it to the peak-funding test at the dates it would be paid.

Choose the sequence you can complete without a forced decision

Take the dated calendar to the lender and conveyancing team before agreeing commitments. If bridging finance is proposed, establish its approval, fees, repayment date and the sale proceeds available to repay it. A future buyer’s interest or a hoped-for refund is not an approved facility.

Keep alternatives visible: remain in the existing flat, choose a lower-priced completed home, phase non-essential work or change the move date before committing. Our renovation payment calendar helps protect the reserve after completion, while the IPA guide helps prepare the financing discussion.

If the sale completes later or at a lower price, the plan should show what changes first. A sequence that only works on the best possible sale date leaves little room for the people who still need to live through the move.
