Singapore’s private-home prices rose 1.4% in Q3 2026, but the stronger headline came alongside fewer developer sales and almost unchanged resale volume. Buyers should compare the homes they can actually substitute for one another before paying more for a positive market story.

The final Q3 figures change the regional picture

URA’s full release on 23 October 2026 confirms the overall quarterly increase, following 0.5% in Q2. Within non-landed homes, however, the final regional changes differ from the earlier flash estimates. Keep the final figures beside any comparison made from this point.

Private residential price changes, quarter on quarter, URA full Q3 2026 release
Segment Q2 2026 Q3 2026
All private residential +0.5% +1.4%
Landed +2.5% +2.9%
Non-landed -0.1% +1.0%
Non-landed CCR +1.8% +0.3%
Non-landed RCR -1.2% 0.0%
Non-landed OCR -0.1% +2.3%

The Outside Central Region led the non-landed increase. That does not mean every suburban home rose by 2.3%, or that a central-region home is now cheaper in dollar terms. An index measures movement across its covered market, not the value of a particular stack, floor or renovation.

Slower developer sales are different from a resale slump

Developers sold 1,183 private homes excluding executive condominiums in Q3, against 2,141 in Q2. They also launched fewer uncompleted units: 1,140 against 1,783. The figures do not establish whether a specific project is selling well, or whether its selected units remain available.

Resales were much steadier: 3,801 transactions against 3,813. Sub-sales were 162 against 194. Together with developer sales, those categories total 5,146 transactions, compared with 6,148 in Q2. This is a full-quarter comparison; the earlier flash release’s partial-period count should no longer be used to describe the final quarterly volume change.

For a resale buyer, an island-wide fall in total sales is therefore a weak basis for assuming every seller must discount. Look at the competing homes, recent achieved prices and the seller’s actual terms. For a launch buyer, compare the price of the chosen unit with completed alternatives, rather than infer value from a project’s starting price or the number released.

Future supply offers choice, but on different dates

URA identifies approximately 32,800 unsold units including ECs that could be made available for sale over the next one to two years. This is potential sale supply, not a count of completed homes ready to occupy. Its expected completion pipeline is a different measure.

If you need to move soon, waiting for an unlaunched project can create temporary housing and storage costs. If your move is flexible, additional choices may justify keeping a wider shortlist. Neither approach requires a prediction that prices must rise or fall.

Our new-launch versus resale comparison sets out the different payment and occupation decisions. Use the cash and CPF payment calendar before agreeing a price.

Turn the headline into a shortlist, not an automatic higher offer

Illustration: 1.4% of a S$2 million asking price is S$28,000. That calculation does not show that the particular home gained S$28,000. A regional price index is not an adjustment formula for a listing.

For each shortlisted home, keep the total price, floor area, tenure, condition and achieved transaction dates together. An asking price is a seller’s request; a completed transaction is evidence of an agreed deal; a developer’s starting price may refer to a different unit from the one you want. Keep those labels visible.

Then test the household decision. An owner-occupier needs a workable school or work route, a layout that fits and funds for the move. An investor needs a separate rent and expense assessment. The latest rental market comparison explains why rising rents and rising vacancy can coexist without guaranteeing an individual landlord’s income.

Before increasing an offer, identify the feature you are paying for and the alternative you would choose if this sale falls through. Set the maximum total commitment from your own funding and reserve, then request the current unit details and financing terms. A positive index alone is not a reason to spend beyond it.
