Buying near a primary school can shorten the daily journey, but it does not buy an admission guarantee. Before paying extra for an address, match the child’s registration exercise, the school’s applicable rules and the family’s ability to live there. Then check whether the home itself works during school traffic and outside school hours.
The 2027 exercise changes the address calculation for some schools
MOE’s revised framework applies from the 2027 P1 Registration Exercise, for children starting P1 in 2028. Most schools will reserve 60 Phase 2C places instead of 40; smaller-intake schools with fewer than 180 P1 students are excepted from that increase.
At 12 schools, Phase 2C places will be split equally between applicants living within 2km and those beyond 2km. There is no home-school distance priority within either track. Singapore Citizens retain priority over Permanent Residents across the two tracks, with remaining places able to flow between the citizen tracks under MOE’s allocation rules.
For a school under that scheme, living 300 metres away does not confer extra distance priority over another address 1.8km away within the same track. That does not mean the two homes are equally convenient, or that either address guarantees a place. Check the school’s scheme for the relevant exercise before assigning financial value to being inside 1km.
Use the official address category, not a gate-to-gate estimate
MOE’s address guidance uses the shortest distance from the school boundary to the official residential address, based on the development’s building outline. It is not simply the walk between the home’s main gate and the school’s main gate.
Use the OneMap School Query service and check again in the child’s registration year. MOE notes that changed building outlines or school boundaries can change the category. A listing’s claim, a phone map or a previous occupant’s result is not a substitute for the current official check.
The registration address should be the parents’ official residential address on their NRICs. New-property, resale-property and caregiver addresses have their own conditions. If using one of those routes, check the relevant MOE conditions directly rather than assume that signing a purchase or tenancy agreement is sufficient.
Plan for residence after admission, not just registration day
MOE’s stay requirement generally requires a child admitted through distance priority to reside at the registration address for at least 30 months from the exercise’s start. Different start points apply when a new or resale property address is used: moving in for a new property, and the start of the child’s P1 term for a resale property.
This is not a universal requirement to have lived there for 30 months before applying. Nor is it a basis for assuming that a one-year rental is enough. Build the required occupation period into your housing plan, including what happens if the lease cannot be renewed or completion is delayed. MOE can transfer a child where its conditions or required evidence are not satisfied.
Inspect the route and the home at the times you will use them
Separate the official distance category from the journey your household will make. Walk the usable route and note crossings, shelter, gradients and entrances. Check whether a grandparent or child can manage it in wet weather. Time the journey your family would actually make rather than assume that a map radius gives the walking time.
At a viewing, assess school-arrival and dismissal traffic, vehicle access and the home’s exposure to activity. Look from the actual windows and balcony: privacy and sound conditions can differ between stacks in the same project. These are things to inspect, not assumptions that every home beside a school is noisy or that every higher floor is quiet.
Include the rest of the week. Work travel, student care, groceries and access for older family members can matter as much as the morning school trip. Our new-launch and resale comparison helps weigh the occupation date against the home you can inspect today.
Decide what the convenience is worth without assuming resale gains
A quoted school premium needs comparable transaction evidence. Homes can differ in tenure, size, age, transport and condition, making a simple district-wide percentage misleading. Do not assume paying more now will be recovered on resale, or that a school name creates a permanent investment floor.
For illustration, paying S$100,000 more for one home uses S$100,000 that could otherwise remain available for the household, before considering differences in stamp duties, financing or other costs. That is a budget comparison, not evidence of an actual school premium or a forecast of future value.
Keep at least one workable alternative that does not depend on the preferred school’s admission. Review the cash and CPF payment plan before making a higher offer. Ask for the exact unit particulars, verify the address and school rules, and choose a home the family can still live comfortably in if the school outcome differs from the plan.
