The Serra Residences brings 133 freehold homes to 7 Bassein Road in District 11. Its appeal is the combination of a relatively small community and substantial shared facilities, but the starting price and delivery timetable deserve as much attention as the tenure. A household needing a home soon should compare it with completed alternatives before committing to the wait.

Far East Organization’s 2 October announcement set a S$3,120 psf guide starting point and a S$2.22 million starting price for a 710 sq ft two-bedroom-with-study unit. These are dated starting figures, not a current price list or confirmation that a unit at that price remains available.

The project in the developer’s documents

The announcement scheduled the sales launch for 16 October, following previews from 2 October. It also described expected TOP in Q4 2030. The official project page separately lists the expected vacant-possession and legal-completion dates above. TOP, receiving possession and legal completion are different milestones; use the signed documents and payment schedule for your own transaction.

Small community, substantial facilities

The developer describes a 28-storey tower, residences beginning at level 4, a 50-metre pool and a full-sized tennis court. These are useful distinctions for households that will use the facilities, not proof of a low maintenance bill or a quiet apartment.

With 133 homes, the relevant cost question is what the selected unit will contribute to the estate’s actual services and long-term works. A large pool can matter to a regular swimmer; for someone who rarely uses it, the same facility may add little everyday value. Compare the contribution estimate and what it includes with an alternative you would genuinely buy.

Starting above street level does not establish privacy for every room. Examine the selected stack, opposite buildings, access roads and shared spaces. A render cannot establish the future view, afternoon heat, bedroom noise or the route a person with limited mobility will take.

What does S$2.22 million buy your household?

The small-unit starting figure gives an entry budget, not a substitute for a floor plan. A study should be assessed against its intended use: desk depth, chair clearance, ventilation and whether someone can work there while the rest of the home is occupied. Lay out beds, dining chairs and storage on the exact plan rather than rely on the bedroom count.

In a purely illustrative comparison, a S$2.22 million home costs S$220,000 more to purchase than a S$2 million alternative, before tax, financing, fitting-out or ongoing charges. That is a price difference only; it says nothing about whether the alternative has a comparable location, size, condition or tenure. Identify the actual benefit your household would receive for the difference.

For a larger family, consider simultaneous use of bathrooms, cooking and laundry space, visitor arrangements and the path from the entrance to each bedroom. Ask which fittings are included in the contract and which are showflat presentation items. Our floor-plan guide and showflat checklist help turn a viewing into a unit comparison.

Compare the journey and the wait

Test the actual entrance route to the transport and amenities your household uses, with crossings, gradients and weather exposure in mind. A district label is not a walking-time measurement. School admission and a particular commuting time should not be assumed from an address or marketing map.

A completed home offers an actual unit to inspect and its own possession terms to assess. The Serra offers a future home whose delivery, specification and payments must be read in the sale documents. Freehold tenure does not remove construction timing, financing or resale risks. Our new-launch versus resale guide shows how interim accommodation can change the comparison.

Investors should build their own dated rent-and-expense assessment for comparable homes. Proximity to healthcare or other employment does not establish the rent for an uncompleted unit or guarantee occupancy. For owner-occupiers, the stronger reason to choose it is that the particular home, facilities and delivery plan fit the household at a supportable total cost.
